Mower is about 12 yrs old. Governor was bent and had to be replaced. I have not been able to set the new governor correctly. I know how to set the governor, but there must be another problem. Engine idles to fast and when you open the throttle slightly the engine immediately revs too high. Resetting the idle screw is not the problem. The governor control shaft that goes thru the side of the engine may be bent, too. When I replaced the governor I tried to compare the old shaft with the new one and could not tell if it was bent. I would have replace governor shaft, but it looks like the crank has to come out to get the governor shaft out. Is there a way to get the governor shaft out without removing the crank? The governor spring on the linkage seems a little stretched could that be my issue with the governor setting?

A stretched governor will not cause fast idle problem; actually it cause right the opposite condition. Of all the 310000 series I have repaired I have never needed to replace the governor spring but tomorrow I may need to.

If I remember correctly no the crankshaft does not need to come but removing the camshaft helps but even if isn't necessary, just gives more room to work. Since the governor was damaged and replaced there is the possible damage to the cross shaft and even the bushing may be out place.

thanks for your comments. The cross shaft will not slide out because it hits the lob on the crank. Have not tried turning the crank to see that would allow enough space for the cross shaft to slip out of the crankcase. I will try that next.
