The numbers will be printed on the rocker cover.
It will probably start with 31 or 33.
Have you taken the spark plugs out like stated before and tried to start?
What does it do?
You might think all these questions are silly but we cant see whats happening and have to eliminate if its electrical or mechanical.
Also do what Rivets advised as well.

The number on the engine is 31H777

Not sure what numbers you are wanting. It is a Briggs & Stratton Intek 18 OVH.
The battery cables have been cleaned and checked. The battery is new. Ground wire has been cleaned & checked. It still only clicks.

 Thats the MN:, how about the rest of engine numbers (spec and code). I believe that Pugaltitude has hit on the problem. Try this, jump directly to starter with a set of jumper cables, hook the ground to the tractor frame and touch the positive cable to the starter lug. You can do this by jumping off your car/truck battery, DO NOT START YOUR CAR/TRUCK and see if it spins over. Or try this turn the engine pass the compression stroke and see if it will spin over. do these two ideas with the spark plug install. Let use know the results.
