Briggs & Stratton 18.5hp Intek (single cylinder)

This mower came included with a house I purchased ~2 years ago and I've had to tinker with it all along the way. The latest issue is that it just seems to struggle to make power. That seemed to happen after mowing once with some out-of-balance blades, though I don't know if that would truly cause lasting engine damage, I feel I should note it anyway.
This weekend I've thrown a few parts at it:
Genuine Briggs carb
Intake breather hose (noticed the edge going into the case was wrinkled and out of shape, no longer sealing)
Briggs vacuum fuel pump
I also took a look at the valves and tightened up the clearances a touch. Oil level was right on the full mark. I did check compression in the fall, the tester read about 160psi.
Now once started, the revs only rise with the smallest opening of the throttle plate, and beyond that it just hits a wall and becomes a sputtering mess, unable to gain any rpm. With the engine cover removed I can see either exhaust or fuel vapor pulsing out of the intake manifold.
Let me know if you have any ideas of what could be wrong or if there's anything I haven't provided.
