Correct throttle lever assembly HRR216

I have a very old HRR216 mower on its second throttle lever. The current one is very hard to push forward into choke mode, and makes a snapping plastic noise when it does go. The recommended replacement part number is 17850-VG3-D01.

However, I feel like last time I went through this, the first one I bought, the cable was too short. Would I be better off using a 17850-VG3-000.

Anyone have advice?

I would try unhooking it from carburetor and seeing the results of how the cable reacts before replacing it. The problem could possibly be elsewhere.
