cord is stuck and wont loosen

the bar is held and the cord will not loosen. I have a toro and it was fine, i changed the bag and went to hold down the bar to pull start and the cord is like stuck and wont pull. I took off the red cover and does not look as though there is anything blocking it.

??? What machine - you mean a pull cord ?
Unbolt the shroud cover bolts . Lift out the pull cord assembly . Clean it if possible - it jams most the time because of grass clippings .
Wind it back in long enough that the rope is tight when the t handle is in the holder . Place it back on the fly wheel and put the shroud back on .

I am going to just take a wild guess here? You have a push mower and the starter recoil cord is stuck in the mower push handle and the engine will not turn over?? If this is so? Remove the spark plug and see if it will turn over?
