When starting my snapper 1538 hydro it makes a clicking noise each time as the key is turned off and on. When it finally catches the starter turns it over good and battery seems strong. Starter does not drag once it catches.
I cleaned battery terminals and checked starter connection. It's acting like my old jeeps did with a bad selenoid, could this be the trouible??

Check in the following order. Battery terminals, battery voltage, solenoid terminals, voltage at the positive side of the solenoid to ground, voltage at the small solenoid terminal to ground when the key is turned to the start position. If you have 12+V at each terminal and all connections are clean, and the engine does not turn over solenoid is bad.

Is it a briggs ohv engine?

Might not be an electrical problem.
If your decompressor is broken on camshaft it can give symptoms of an electrical problem like a solenoid or starter.
