Cheetah cranks over slow

Zero turn SMCZ-61V, SERIAL# E9702549, cranks over real slow even with a new battery, even with a jumper box, engine has self adjusting valves, does this engine a ACR or is it the starter bad, anything I can check before spending money on a starter? Could it be a timing issue?

Take out the plug and crank it.

See if it cranks better.


Clean/buff all of the battery connections, even where it bolts to the frame.

I tried cleaning all terminals, pulled plugs out, spins a little faster without plug in, It seems to want to stop on the compression stroke every time it comes to that point and then tries again. Is there a compression release on the cam?
