carb problems on 25 Kohler CV 730S

After carb flooding problems (the mower had been setting for a year or longer I guess)I removed carb and cleaned it out and discovered the solenoid at the bottom of carb had a stuck and rusted plunger and would not work. It was stuck in up position so I sawed it off and re-installed the carb. The engine flooding was no longer an issue. The engine ran pretty good but missed a little. I need to drain fuel and put in clean fuel. Here is the problem the mower would not start with the key, it wouldn't do anything, no clickl no nothing. I shorter the starter solenoid out at the starter and it would crank up. Does the carb solenoid in any way cause a problem like this. Does it need to be hooked up all. I know it prevents backfiring but I don't care about that.

The fuel shut off solenoid is not in the safety circuits as a rule.
Some of the later models have an engine management chip in the hourmeter and it might register the solenoid is not functioning but I know of no mowers that do this.
It also can not be the cause of the flooding problem.
That will exclsively be the float needle & seat which will most likely need replacing.

REmove the blower housing and disconnect the cut out wires on the ignition coils.
If it fires & runs then you have a problem with the safety switches

IF you get no spark the modules are kaput.

From here we will need to know what the CV 730s is fitted into.

But you are going to need to do a proper carb clean and most likely replace the float valve & seat ( if replacible )
