Can I use hot water and soap to clean the carb on my weed eater as long as I allow it to dry

I would not do that. The small passage ways in the carb will clog up, because the metal will start to corrode before the water has had time to evaporate. Use a cleaner that after cleaning will evaporate quickly. The oil in the soap will slow the evaporation rate.
