Caftsman Auto Tractor no freewheel

I have a Craftsman 18.5 HP lawn tractor. The transaxle is automatic. Sometimes when the pump bypass is pulled out and even with the shift in the neutral position the axle is locked up. The brake is not the problem. Any ideas ..
