It is currently saying I have insufficient privileges

Just wait for the admins to update your account. This is a step necessary because of all the Spam thrown at the site.

Even a site that I managed had a introductory period as per out anti spam procedure. And you surely didn't want to start spamming the site after privileges as I bar you as permanently as I could. That site would this be up if Bluehost would had straighten out the site errors introduced by their software provider but they refused.
