Briggs Professional 27 Runs Rough When Cold

Briggs 27 (13 0417 YG 23649) Professional on Simplicity Prestige. 84 hours on unit. Runs rough, seems to misfire, and sometimes conk out when cold. Runs perfect when warmed up. I thought that with the electronic ignition it would run perfect, even when cold. Is this normal?
 
The issue isn't the electronic ignition. The issue is the lean running EPA carb that is tuned to operate at above 70F and will run lean, misfire, surge until warmed up.
 
Is this fuel injected or does it have a choke?

If it has a choke, apply the choke slowly or longer if you just fired it up. If you are doing something below 50F with it, the oil might be thick. Also the engine wants more fuel when cold.

Leave the choke on or partially on for a solid minute till she warms.
