John Deere LA110. Briggs Intek OHV. Surging when cold for about 10 seconds then comes out of it. Fresh fuel. Cleaned carb. Checked intake gasket. Fuel solenoid works. Replaced carb. Still does it.

Any thoughts? Tia.
