Briggs Engine Surges

Ihave a 500 series Briggs motor that used to run fine. Then it started to surge.I took the breather cover off and when I move the levers with the springs the engine speeds up but still surges. Also I noticed little puffs of black smoke comeing out of the mufflre. Any help with this. Thank You.

You have a diaphragm between the gas tank and carb. $5 part. Replace that and it will run great again.
