Briggs and Stratton throttle adjustment

I have a briggs and stratton 13.5 hp engine (XR model). I removed the throttle control cable and would like to control the throttle with the lever mounted on the engine. Every time I try and move the lever to full throttle, the lever returns to low throttle. Is it the springs attached that it bringing it back to low throttle? If so, would it create any problem if I removed the springs and would it stay at full throttle on it own at that point? Thanks
 
You need something to create tension to hold full throttle. I’ve seen some interesting things in my life like bailing wire to hold the throttle wide open.

I would not remove springs. Odds are it’s the Governor springs.

There should be a bolt on the throttle lever bracket that you can tighten to get more tension so lever stays in place. Otherwise, a spring might be the second option.

Bailing wire is a good thing. Ford should include a roll of Bailing wire with their vec's even the new ones.
I keep Bailing wire and Duct tape handy for my old model Fords. I can keep them old model Ford's just humming along.

Duct Tape and Bailing wire will do lots of things. (when used by a Redneck)

What contraption or machine is this 13.5 B&S engine on? Sure, it is an XR model but what about the ID numbers stamped in the valve rocker cover? I'm not going to beg for the information to try and help you.

The throttle cable is what provides the needed control friction to keep the governor stabile.
