Bought a used bad boy with a briggs 27 hp intek that had a broken governor gear. I replaced the gear and adjusted the governor like the manual says, but it still runs away when you start it. The throttle cable works and the throttle plate on carb moves freely. The governor arm moves like normal when engine is off, but when started it wont move.

Sorry to say you have either hooked up the governor wrong, or the pin inside the engine dropped out while you were assembleing it.
