I replaced the rings in my 24 hp briggs and stratton, im going to adjust the vales since they were removed but the Govoner and its Linkage just dont seem to be movnig correctly when i move the remote throttle lever not much seem to move up front any ideas , thanks

You have replaced the rings.
Now assuming it was ok before you stripped it down it could be something that you have not fitted back on correctly.
You would have taken the sump off. So have you fitted the governor gear from in the engine back on?
When you fitted the sump did you carry out a static governor test.
This resets the governor inside and takes up the play between the gear and the lever.
