briggs 12.5hp wiring question.

i have the two wires comming from the engine two supply power, one small black wire coming out by the starter, being the kill wire? and one more small black wire coming out by the carb linkage, is this wire just a ground? if anyone can help it would be appreciated.

I would say its the carb solenoid wire, if it had one fitted, but without model numbers, we here are in the dark.
 
sorry, it is mode# 284707 1026. all of the wiring diagram for the motor seem to show it going to ground. any help would be greatly appreciated.
