I have a pressure washer with a briggs 10h900 engine. Wouldnt start so i replaced the plug, air filter, and cleaned the carb. After putting it back together it started in one or two pulls and ran great. I shut it off after 30 seconds or so to tightwn the hose. I did so by turning the throttle all the way down. Tried starting it back up and it doesn't even sound like it wanted to start. I pulled the plug and it smelt like fuel so i let it set and pulled the cord a few times with the spark plug out. Put the plug back in and started up fine. Let it run for a minute or so then shut it off. Tried starting again a couple minutes later and the same issue happened. I then bought a new carb and installed it. Started on the first pull but when i shut it off the same thing happened. Wont start up. I think its flooding but im not exactly sure why. Any help would be appreciated as im at my wits end with it.
