Just purchased a new Toro Titan 60" w/ Kawasaki engine. Has 1.5 hours on it, control rod from left control handle rubs on drive belt at certain rpm. Deck lift bolts loose, deck alignment bolts improperly installed and loose, one of the rear wheel lug nuts fell off, positive battery cable never tightened (didn't start after first run} and plastic body parts on the side not properly installed. Cuts well but this is not acceptable for a brand new machine... I can fix it all but I don't where I will get a lug nut for it. Is this normal?

Sounds like this a box store purchased unit. I have seen them get abused by unruly kids and robbed of parts many times over the years.
When I was A service manager for a local JD, we performed PDI's for a couple of the box stores and it was not unusual to check some of the display units that had been sitting to find all kinds of problems. Old soda a cigarette butts in the fuel tanks were not uncommon to find.
Some stores would limit their display models to reduce their exposure to mischief and vandalism.
Poor people and their kids often break their boredom by trashing stuff to make life difficult for others.

Typically, the box stores do none of the setup and certainly none of the repairs. The area dealership or independent repair facility has contracts for the PDI's.
For the stores that have tried it, the machines usually end up in a mess.

But LOOK at allllll that money they saved.......
That is normal for units purchased at a big box store. A dealer would have done a complete setup and inspection before it went off his lot. Biggest issue I have seen with units sold at big box stores is that the decks are not installed properly and not leveled. You should find procedures to do this in your operators manual. Please provide us with the model and serial numbers and I will see if I can find you the service manual for your unit.
