Tires Brand new TORO TimeCutter wheels won't move after going over thick weed patch. Help!

While cutting grass ran over a thick weed patch and the mower's wheels froze. The mower will turn on but the wheels are locked. Any suggestions? Thank you.
 
Had the same problem last week. I got something in the drive belt. Belt slipped off a pulley. I replaced belt then spent 4 more hours trying to route it correctly. Have fun. That is normally not in a manual you can get, dealer only.
