bowed rear wheels

I have a 2 year old Craftsman rear wheel drive/bagger mower that the rear wheels bow in at the top of the 12" wheels.
I have tried to tighten the nut on the wheel, but they are tight. Has the plastic on the wheels worn away enough that
there is that much play in the tire? I can lift the mower up and move the wheel back and forth quite a bit. suggestions?

Possibly worn wheels which will need to be replace to correct that problem. Also could have a problem with the arm that that wheel mounts to could be bent.
