blades wont engage on lower setting

I have a YardMachine riding mower,,, the blades belt will engage on 3,4,5 setting with 5 being the highest, however the blades belt wont engage on lower setting of 2 and 1. is this a belt problem? im new to the riding mower scene... been a pusher.

Under the seat is a sticker with the model number and a DateOfManufacture.
We need to know that information because there are different set ups on different models.
On some decks the deck moves only up & down when you change heights while on others it swings in an arc.
Some mowers move the deck back to tension the belt then other have pulleys to tension the belt
