Blade stopped during operation found belt had jumped off one tension pulley and replaced. Still not enough to turn blade. Any suggestions are welcomed. Thanks

Just to be sure you routed it right look at the above picture.
All i can think is that your belt may have stretched when it hopped off, or it did stretch causing it to hop off.

Kevlar belts do not stretch, they break.
So start at the beginning
1) can you spin the blades by hand ?
2) can you turn both of the idler pulleys by hand ?
3) can you move the tensioning arm back & forth easily ?
4) will the tensioning arm come back far enough to pull the belt tight when you move it back by hand ? ( Engine not running )
5) with belt off does the PTO wire pull the tensioning arm back fully ?

If they look good ( apart from No 5 ) have a look at the other end of the PTO lever in the dash
1) Is the wire still on the end of the cable ?
2) Does moving the lever stretch the cable tight ?

The arm on the end of the PTO lever under the dash can come loose.
It should be checked as part of the annual maintenance.
