Black wire on 5 hp Briggs

I’m in need of a little assistance. Picked up an old tiller with a 5 hp Briggs on it and noticed there is a small gauged solid wire going from the flywheel/magnito area to behind the controls (off, idle, run, choke/run). It’s not connected to anything... and I assume it should. Where does it go? Can that little wire prevent it from running properly? Hopefully the pictures work. It is the kill wire.
Every time it makes contact with a metal part it kills the spark.
It goes in a clip under the throttle plate.
There is a protrusion that pokes up and gets pushed down when you close the throttle down to stop the mower.
Pushing it down makes contact with that wire to turn off the spark
There should be a plastic bit that the wire goes through.

Very interesting! I know basics about small engines but I’m still learning and that is something I didn’t know. Thank you I’ll have to take a gander at that.
