I need to tighten the belt on my 2(ish) year old 100 Series mower. However, everything I've seen online shows the L-bracket holding the PTO cable with 2 10mm bolts they say to loosen and slide the bracket forward. The problem with my mower is that the bracket is welded and has no bolts to loosen. The belt and the springs are very loose. Any suggestions

It's probably time for a new deck belt then.

Yep they did away with the adjustment ( cost cutting )
Check the idler pulleys , they wear and a very small amount of wear makes a big difference to the belt tension
So it is new belt , new pulleys or both
On high hour mowers where the blade pulleys are worn I also fit a bigger idler or shorter belt to compensate for wear .

New belt would be the 1st step
If still loose, and pulley bearings are good, I would look at replacing the spring at the end of the cable.

Try to bend the bracket to tighten the spring some and see if belt tension increases.
