B&S 950e series engine

I have a ride on mower with the 950e engine, my trouble is when I open throttle it moves on the carburettor body but does not open the butterfly. I can’t see how the spring, plastic bits on the carb work together.
There appears to be no engine number anywhere, as I can’t increase engine revs I can’t mow

Some of the newer Briggs engines have the model number info etched into the side of the block opposite the carb side. Can be hard to see or read sometimes due to paint. Also some of the newer engines will have that info on a plate facing the front of the engine next to the carb.
