The problem I am having is I can get the mower started and as long as I don't let go of the blade control it will continue to run. but when I stop the engine and then try to restart, the mower won't turn over unless I wait 20+ minutes. Is this a spark plug issue, a carburetor issue, or something else?

have you pulled the plug?
maybe when you turn it off some unburnt fuel gets in and floods the plug.
and have you checked your air filter? my dads mower wouldn't start one time when it was hot, like yours we had to wait ago 20 min to cool off, then it fire up perfectly.
after awhile we noticed the air filter was dirty, so we cleaned it, and now it fires up whether its hot or cold. i wondered why that was, so i looked it up and it was something like a hot engine needs a lean condition to start up, and a cold engine needs a rich condition to start. and what less air into the carb does is makes it suck in more fuel ( rich ).

Logert stick to what you know. You don’t have a clue..When you say turn over, do you mean will not start or you can pull the recoil? If it will not move pulling the recoil, remove the plug and try pulling again. If it will not move check the oil level, you may be low on oil and the rod is seizing to the crankshaft. If it moves and fuel comes out the spark plug hole, your float needle is sticking in the carb, allowing fuel to enter the cylinder, causing hydrolocking. If it will no start, check for spark. You may have a hot short or open in the coil, which means replacing the coil.

I dunno. Logert might be on target. Lots of people term "turn over" as a start up. Could be a flooding issue. Not sure how the choke works on this model, could be they are pushing the throttle to start, which closes the choke. Could be the air cleaner is scummed over?
Yes, miracles do happen, but if it is flooding an air filter will not cause that if you just have to wait 20 minutes. Logert is just guessing and he most often sends people in the wrong direction. Before trying to diagnose a the problem we need to know what the OP means by turning over.
By turn over I mean I pull the cord and nothing happens. After researching it a bit more and talking with a buddy who has small engine knowledge I think we determined it is an autochoke issue. After watching this video he described exactly the issue I was having:
