Ariens Zoom model 915131-starter spins, won’t engage

Hi, just joined the forum. Trying to help my father-in-law with his mower. Started with a mower that did nothing. Replaced the old battery that wouldn’t hold a charge. No change, no clicking or sounds. Tested relay and solenoid and they needed replacement. Did that. Starter now spins but won’t engage. Took starter off, cleaned/lubricated and still just spins. Considering a new starter but don’t think it’s the issue. What else should I be looking for?
 
Battery connected backwards If battery cables reversed will cause starter to spin backwards and not engage flywheel.
 
Need engine model type and code. It could be the flywheel ring gear missing teeth. If it is a Briggs engine are you sure the battery is hooked up right. If not, it could spin backwards.
 
I’m pretty sure they’re right. If not I’m an idiot. I’ll check that tomorrow and post back. Anything else to look at? Possible connected the solenoid backwards?

It’s a Briggs & Stratton 13 hp. Not sure what you mean by code? The teeth on the gear and flywheel are both good. None broken or worn. Engine turns freely by hand.
 
I think this going to be a L head engine so look on the engine shroud for engine model, type code, and date code. If it is an OHV these would be on the rocker cover.
 
I’m an idiot. Cables were backwards. Starter now engages and engine turns over. Didn’t get it started though. Ran out of time but will check for spark tomorrow. The engine is model#213807 type#0130 B1 code# 0810212A
