Ariens Tiller -- Starting Issue

I am having a starting problem with my tiller. If I take off the air filter and spray starting fluid in the carb it starts and runs fine.
Without "priming" it this way it will not start.
What could be causing this?

There can be few things...
What engine is on it??
Is the Choke operational?
Will it start if you choke it???

will not start by choking it

it is very old and have not found anywhere to get parts

The screen on the bottom of the fuel tube could be partially plugged. All the parts needed to repair the carb are available through any Briggs dealer. Sometimes on those old engines, that slide carb will get loose and will either get pulled in when you crank the engine, or can suck air around the carb slide causing insufficient fuel to start with the choke.
