Ariens EZ Rider 1648-Model#915002 transaxle

In between the transaxles, center, there are two plates, one each connected to each transaxle, with a sprig on one side(front) and a locking toggle adjustment on the other (rear).
The parts diagram has them noted but the service diagram makes no mention of what they do or how to adjust.
Does anyone know what this adjustment device does to the transaxles?

As I noted in my original thread, the parts and adjustment are not mentioned in the owners/service manual. So I do not know what or how they affect the operation of the machine.
Please Help!

I suspect that is the release for the hydros so you can move the mower without the engine running.
