Ariens deck engagement problem

I have an ariens model 927046 rm1028 rider that I can't get into the last "in " engagement slot. What could be the problem? I can disengage, but it only goes to within an inch of the total engagement slot on the quadrant.

Some one has adjusted the rear of the deck too high when trying to level the deck.
