Agway that cranks but does not turn over. briggs 12.5 I/C

I got this mower , put a new battery in and ran good , shut it off when it got low on gas and it wouldnt start , I shut it off at least 6 times befor and no problem . It started the sputter when it shut it off and realized im out of gas . filled it and it just cranks and not turning over . I got a new fuel filter and plug for it , maybe the gas was old and fouled it up some ?????

ok changed fuel filter and sparkplug and still no go !

Maybe the fuel hose internally has deteriorated with the old gas and peaces of it plugged the carburetor?
