adjusting carb and governor

This is a TVM140-70416M engine on a snapper type 10 mower on a just recently inherited non-runner. It has the Type 1 carbeurator.

I changed the plug and it would start, but it wouldn't run under high-ish load. I disassembled, cleaned, then reassembled the carb. I have a rebuild kit in hand but before I do I thought I would ask:

In the photo attached there are two screws on the top plate, and one that secures the throttle cable clamp.

Is it recommended to adjust these three before adjusting the mixture and idle speed?

How do you adjust these?

I adjusted the two top screws so that the bell crank would engage the choke "squarely", but then I couldn't adjust the clamp so that the throttle butterfly would open fully when the throttle is at rabbit. Maybe my idea of "square" is wrong?

Also, the governor and carb linkages are not detailed in the engine parts list or the mower manual. I'm wondering how to confirm my linkages, especially the springs, are installed correctly.

Thank you rivets, this is most helpful. I will try the procedure today.

On page 27 it says the below, but uses some terms that are confusing or not defined:

With the engine stopped, loosen the screw holding the
governor clamp on the governor lever. Rotate the clamp in
a direction that will force the throttle shaft open and allow
the governor follower arm to rest on the governor spool.
Push the governor lever connected to the throttle to the
wide open throttle position. Hold the lever and clamp in
this position while tightening the screw (diag. 7).

Just curious having never disassembled one: Is the shaft shown in the first screenshot the same shaft that exits the crankcase?

Am I the only one confused by the graphic in the bottom right of the second screenshot?

Second question, not confusing if you look carefully. One has a round top an the other has a square top.

Sorry - should've said "In the bottom right corner of illustration 7". That is what confuses me.

Fig 7 shows how the shaft will rest on the governor gear when it is rotated to set the governor speed.
