8HP Briggs Governor Shaft Leak

Neighbor brought me a DR walk behind brush mower to fix. Drivebelt was soaked with oil and slipping, oil appears to be coming from the governor shaft, leaking just sitting not running. I ordered a new seal and took the governor arm off but there's no seal visible from the outside. Just a bronze or brass bushing that's pressed into the crankcase. I haven't replaced one before, is the seal installed from the inside or does it even use one? The governor shaft isn't real tight fitting to the bronze bushing. Parts diagram suggest that one was used. Some engined didn't come from the factory with it installed. There should be a recessed area behind the governor arm for the seal to go into from the outside.
 
That's what I thought too, I have the seal that's listed in the parts diagram. Here's what I'm looking at with the governor arm off, the bushing doesn't slide around. I wonder if I can tap it in with a punch far enough to get the seal installed?

Strange the seals I have use in the past have been rubber coated.

But if the recess is there for the 9mm od seal then use a deep well socket to drive it home that way install it squarely.

IF that is the case the bushing is not properly installed as it should be just a tad over 2mm below the surface so the seal fits.
 
Correct, what you are looking at in the picture is the brass bushing. It's sticking out of the side of the engine block by about 2mm. The seal that's listed in the parts diagram I have in hand. Part # 692407 it is rubber. I tried tapping lightly on the bushing and it didn't move. Maybe a little harder or use a deep well socket instead of a punch?
 
can you grab it? Can you move it? I would try a socket, but be very gentle. I wonder if someone installed the wrong bushing.

should he try and seat the bushing? Maybe with a deep well socket?
