8 HP Briggs & Stratton over rev

Ok I have 2 identical 8 hp briggs engines on the same old coleman generators. So when they start up and run they should go to full or 3600 rpm. One does and the other over revs. I can play around with the governor spring all day long and nothing. Lots of tension or no tension. I even pulled the carb off and made sure it was put together correctly and clean. It was. Not sure what to do. How does the governor weights inside the engine work? Engine model is 190-432

Most likely the governor is laying in the bottom of the engine, but it may need adjusted properly,

Thank you for the videos. I pulled the cover off the end the governor is located. Everything was intact. I will start it up tomorrow and see what happens. I will keep you posted.

Adjust the governor linkage then. Download YOUR engine manual and check it out. Should be a shaft coming out of the block where a small nut compresses another shaft, that links to the carb linkage. That small nut and the shaft protruding from the block need adjustment. Do you have Youtube at your house? Youtube can fix a broken toe LOL.

To answer the last person question. Yes I have youtube. If I have the internet and a browser, I have youtube. I connected to this forum.
Well now the good news. It is fixed. It looks as if i didn't have the shaft coming out of the engine turned far enough in the correct direction. All the way clockwise and she purrs like a kitten. I may have to adjust a little.
