7000 20hp valve seal

When i removed the exhaust valve spring to replace the seal, the valve guide was the only thing under it. Does the seal get installed from the inside because the diagram in my service manual shows it being on the outside?

All valve stem seals I've ever seen were under the valve springs. Otherwise they'd need to be inside the intake or exhaust port and that wouldn't work. But not all engines use valve stem seals... because most engines don't pump enough oil into the rocker box to warrant them.

Most valve stem seals are used on the intake only under the spring.

No seal is used or needed on the exhaust as it is a pressurize port unlike the intake which is a vacuum port.
