5065 H Tecumseh engine

I have a 5065hTecumseh engine that was in a snow blower that I bought in 1996. I'm having trouble starting it. I set the Gap according to the manual, put a new spark plug in and cleaned and had the carburetor repaired with the kit and put a 50:1 gas oil ratio in the tank. and then I'm still having trouble with the snow blower starting. Wondered if it might be the engine. What are the signs of engine failure?

Please take a second look for better engine numbers, as a 5065H is not an engine number I recognize.

I ordered a brand new carburetor first. Is there anything else you can think of that would go wrong with it? And how can I know it's the engine?
