329 dies when cold

I have a 329 grasshopper with water cooled kubota. When I first start it up it constantly dies until it is warmed up, about 20 minutes. I can choke it and it will restart. I have replaced
the fuel pump twice. Seems to be a fuel problem. What is going on?
