Sounds to me like the "butterfly" plates aren't closing, you may have to check that the linkage is indeed closing the plates.

Problem is we aren't there to SEE what his linkage looks like, could be the governor springs are in the wrong locations, or missing ...... the earlier video he was sent, shows how to install the springs and linkage, we don't know anything about his carb .. BEFORE his first post.. did he rebuild the carb, did this happen all of a sudden, are all the linkages there an installed right, how much experience with carbs does he have ??? maybe the main jets fell out, I have several cleaning / O/H videos but little on the actual linkages they could be bent, missing, shaft springs broken or missing, ... ???? MORE info & pics would certainly help,

BY watching ALL the videos you can learn a great deal about these Nikki carbs ......EACH VIDEO HAS USEFUL INFO !!!!

I don't know the engine but can one pull the air cleaner off and with a flashlight, mirror or camera see if the throttle plate is open or closed? If the screws are loose on the throttle plate it can wiggle when open and refuse to close. Also some throttles have springs that pull them so while the throttle may seem like it is moving, all that is moving is tension on the spring. Return springs break too sometimes. I would do all my checking of the throttle plate with the engine off and the key out.

They are also known for the governor spinning around on the governor shaft rod which is made into the block and not repairable. They spin and cut grooves in the shaft then the governor quits or breaks.

No reply on whether or not you have resolved you issue with the 26 hp running at wot yet. If not here is a method I use to determine whether the governor gear inside the engine is blown. In photo 1 I turned the governor shaft fully counterclockwise and placed a nylon hose clamp over the shaft and positioned it at 12:00 c'clock and put a mark on the case. In photo 2 I rotated the shaft fully clockwise and put a mark on the case in that position. If your shaft rotates to the mark shown in photo 3 the governor gear in the engine is blown and will need to be replaced. Attached are 3 photos , hope this helps.
