Hey,
I inherited this mower.
It has spark, and a new spark plug.
From the pull cord tension, it has compression.
With the air cleaner off and the throttle wide open, I have tried to start it with gas and starter fluid down the carb throat.
No Luck....
What else should l try?

Remove and clean the carb, then install a carb repair kit, and make sure to clean the jet in the bowl nut.

Remove and clean the carb, then install a carb repair kit, and make sure to clean the jet in the bowl nut.
check that the valves are moving.
A stuck valve bending a pushrod will also make it hard to pull the cord but you will have no compression.
Take the plug out and make sure that the piston is going up & down
