It was a 44M777 ELS engine. The Briggs service manual you linked me in my op helped me through everything. In the fall I finally sold the Cub Cadet that it was in, but the repairs/adjustments I made worked.

I take good care of my carbs, emptying gas in winter and using premium gas. Engine recently started surging. My issue was that I found a heavy build up of oil on the right valve cover where the vacuum hose for the fuel pump is. After checking the vacuum hose I found it was cracked. The mower is only 3 years old, so I would say if you havent replaced this part, it is an $8 part on amazon and you get two of them. It fixed mine, so you might give it a try.

Surging is caused by a rich or lean mixture. Read your spark plug for more clues.

Check for vacuum leaks by spraying carb spray around the carb mount and intake manifold gasket area. It if smooths out you have a leak.

Might have some jacked up carb linkages.
