The stamped numbers off the valve cover would help greatly to know which 22 HP B&S you are working on.
I think the bushing sticks out slightly from both sides of the oil sump. The best way to tell is make sure the inner lever portion end rides correctly on the center governor pin and the external governor lever can be mounted correctly allowing the hex adjustment end to stick out enough to comfortably fit a wrench on.
On my current B&S 22HP mounted on a Cub Cadet, with the external governor lever in place, tight on the shaft, the outer tip sticks out roughly 3/8 of an inch from the face of the external lever.
I don't currently have a sump off of one of these to give better detailed measurements.
It usually takes a little bit of dry assembly effort to get the bushing in the exact correct position. The brass bushing is there to resist wear that would otherwise eat away at the softer aluminum of the oil sump, but it also set the location for the inner governor tip to ride correctly.

I have that manual...but they are not specific on the bushings...it just says install lower e-clip

Bushing can't stick out and be able to install the governor shaft oil seal. No measurement given in the service manuals; just to use their install tool which is NLA. This is why you got make sure of where things are before you remove them so the new part can be installed the same way.
Ok,
I have the seal "seated", now I am looking at the shaft itself "internal" where the e-clips are attached...does the shaft sit on that place-holder with a bushing or does it sit in there with no bushing?
