I suppose, that after you set the governor, Both the governor shaft and the arm clockwise) and bent the spring tab down (closer towards the spring) and it still runs wide open, then the governors broke, right?

Yes sir. Loosen the nut. Push throttle lever to WOT, (clockwise) then turn the governor rod clockwise til it stops. Tighten nut. About 4 times now.
With the throttle lever pushed all the way (towards the carb) it's still wide open.

Ok, I got it.

I was trying to adjust it with the throttle linkage on it. AND the idle screw on the throttle plate was screwed in all the way.
I removed the throttle linkage, unscrewed the idle screw and now it's running at low idle again.
Thanks Rivets for the link. If nothing else, it kept me thinking about this tonight. Instead of shutting down and going home.

Leaving at 7pm. I'm going to be home early tonight. WOO HOO.
