My old deck belt jumped the track and got chewed up so I went and got a new OEM belt. Below are pics showing how much slack there is when it is engaged. I can take the belt off by hand or turn the pulleys with 1 finger with it engaged. What am I missing?

The belt is on right but does not look like the pto is engaged. The spring does not looked stretched out like it should so could be the belt is to long or the pto cable has came loose or is broke.

Looking at your pics again I am going to say your belt is wrong. That is a 1/2 belt and needs to be a 5/8. See how deep it sits in the pulleys?
I can definitely push the idler further by hand, but that is the OEM belt bought from Lowes, it's the right part v the manual and Lowes.com.

It is not the right belt for that deck set up.
Did you check the numbers on the belt or just the box?
That deck is set up for a 5/8 thick belt.
How do I know this?
1 the belt is sitting to deep in the pulley.
2 it is a mtd mower and I know the size of most mtd belts.
Is there not a decal under the good that tells you the part number?
You asked why the belt is to loose and I have told you.
I even called Troy Bilt with my model and serial number. The belt is what it was made with, supposed to be .5". Went to belt shop, showed him the pic, he agrees those are 5/8" pulleys. I got this mower from my mother-in-law, been using it for months til the belt went out. Seems it's had some deck work by the only TB authorized warranty shop around here. They must have replaced the pulleys with the wrong ones. She said she went through multiple belts in the 5 years she had it, but they were always replaced for free (with the wrong belt, it seems).
Of course my brand new battery was dead and I had to jump it last weekend when working on it. Today I finally get the right belt (2nd 5/8th's) and it doesn't turn a full spin jumping it. Cables and starter are hot to the touch.
