2005 AQ148 Carb adjustment

I have an Atco Balmaoral 17SE with a tecumseh aq148 engine.
The carb needed a clean so I dismantled, cleaned and rebuilt with a genuine kit.

I changed the needle and rubber seat. The two o rings on the emulsion nozzle, and the bowl seals.

After reinstalling, the engine starts perfectly, but seems to run on full speed all the time. When I slowly reduce the throttle nothing happens until it gets to the lowest point where it cuts out.

The carb doesnt appear to have any adjustment other than the float height (maybe I adjusted this by accident?).

Any suggestions?

You have refitted it wrong some how so the governor is no longer controlling the engine
