19hp briggs twin issues.

I have a twin cylinder 19hp briggs. I recently replaced the sump housing because it was cracked. I have 2 questions. When I took it apart I couldn't figure out what this machinisem was, it looked like it has butterfly flaps and has a gear on the end that connects to the main shaft gear. Back to the main problem. When I put it back together it ran wide open. Does the governor need adjusted or does the butterfly thing have to do with the governor.

You are correct, the thing you are inquiring about is the governor. When putting everything back together, the governor needs to be adjusted back to its original setting. Otherwise, like you found out, the mower will run wide open and will result in destruction of your engine.
