18.5 briggs wont start

I have a 18.5 intek briggs ,,,it has fire on the plug , i've taken the carb apart and cleaned and reinstalled, and can even spray gas in the carb while turning the motor over . and it wont even attempted to crank. I'm fairly knowledgeable about mechanics ,,, but this has me stumped ,,,, any suggestions?
 
Try putting fuel right into the cylinder and see ifit will fire. Sounds. Like you may have an air leak. I like to use carb cleaner for this test.
