Engine 17 hp kawasaki will only run with full choke

My t1760 kubota with 17hp kawasaki engine will only run with full choke on. Anybody know of a fix for this?

I would suspect a clogged fuel filter since it needs to be choked in order to draw fresh fuel. Just a guess.
