So I purchased a used craftsman lt1500 w/17.5 briggs . Was told it sat for a while so pulled the carb , cleaned it and made sure the float was working properly . Put it back together and found that "something" was not right . Either something is lost or way out of adjustment . The issue being the throttle . Wide open it appears to be working fine , chokes the way it should and plenty spring pressure holding the carb open . Throttling down only eliminates spring pressure to the Throttle linkage arm lever completely . Throttle lever is able to vibrate freely . Hopefully that isn't too confusing and someone can help . Was trying to take a quick video but the file was too big .
That is right
The throttle control only pulls on the spring
The governor pull the other way when the engine is running
So it is a tug of war between the governor & the control with the spring as the rope
